Multilateral cyber security


The United Nations permanent representatives of ChinaRussiaTajikistan and Uzbekistanjointly sent a letter to UN Secretary-General Ban Ki-moon on Sept 19, requesting him tocirculate the International Code of Conduct for Information SecurityDrafted by the fourcountriesit is a formal UN document of the 66th session of the General Assembly.
It is the first of its kind in the fieldand shows the joint efforts made by the internationalcommunity in setting the rules for cyberspace.
According to the letterthe code's purpose is to identify statesrights and responsibilities incyberspacepromote their constructive and responsible behaviorand enhance theircooperation in addressing the common threats and challenges in cyberspace.
Considering the fact that cyber-attacks in recent years have grown exponentiallythe code putsforward comprehensive and systematic proposals on international information security rules.
The code makes much of state sovereignty in cyberspacebut fully respects the rights and freeflow of informationFrankly speakingthe flow of information to some extent has no bordersbutit cannot overstep national sovereignty and should abide by related laws.
With some predicting that future wars will be conducted in cyberspacethe code requestsstatesvoluntarily subscribing to itto pledge not to use cyberspace to carry out hostileactivities or acts of aggression that pose threats to international peace and securityIt alsocalls on states to cooperate in combating criminal and terrorist activities that use informationaland communication technologies.
The United States and its NATO partners have been working together to guard their cybersecurityYetsome of their approaches and priorities put other countries at a disadvantage incyberspace and are unacceptable for many developing countries.
It is important to note that the US unveiled its International Strategy for Cyberspace in May,which was meant to take the leading role in setting the rules for cyberspaceReflectingWashington's priority to push ahead with cyber hegemony in a bid to maintain its military andeconomic supremacy and boost its leading status as the world's only superpowerthe USdocument promised the prospect of a unilateral conventional response by the US to any hostileattacks in cyberspace.
Existing international law and international treaties largely do not cover cyberspace and thefour-nation initiative provides a new approach and foundation for related internationaldiscussions.
The code proposed in the letter to Ban is a bid to promote multilateraltransparent anddemocratic management of the Internet

Let's wage war on tainted food


From New York to Baghdad to the Pakistan-Afghanistan borderterror is often associated withbombswhether they are tied to a human body or implanted in a laser-guided missile.
In Chinathe kind of fear people feel is much more subtle and much less bloodyIt occurs whenpeople shop in wet markets and grocery stores or eat in restaurants or at food stands.
The recent police crackdown on the "gutter oilring in ZhejiangShandong and Henanprovinces is just the latest reminder of such fearMore than 100 tons of "gutter oilwas seizedand 32 people were arrested.
"Gutter oilrefers to substandard cooking oil recycled from waste illegally collected fromrestaurant gutters or sewage drainsIt contains carcinogens and other toxins that are harmfulto the human body.
Although Professor He Dongping of Wuhan Polytechnic University admitted his estimate that 2to 3 million tons of "gutter oilends up on dinner tables in China each year was anexaggerationmany people feel they constantly run risk of consuming it when dining out.
The scandal came less than two weeks after another major police raidthis time on theproduction and distribution of clenbuterola poisonous chemical known among Chinese as"lean meat powderand illegally used on pig farmsThe Ministry of Public Security said 989people were rounded up and 2.5 tons of clenbuterol was seized.
Food poisoning caused by clenbuterol-tainted pork has made frequent headlines in recentyearsVictims become dizzyhave heart palpitations and sweat profuselyIn rare casesitproves fatalas it did in DongguanGuangdong provincetwo years ago.
Three years ago the melamine milk powder scandal was uncoveredThe tainted milk causedthe deaths of several children and made tens of thousands ill.
In Aprilwe had the steamed bun scandal in which a Shanghai food producer was found to beadding coloring to make expired wheat buns look like fresh corn flour buns and black rice buns.
Then there are the cases of excessive pesticide residue detected on fruit and vegetables,excessive additives found in many processed foods and liquor that contains industrial alcohol.
Endless food scandals have prompted many Chinese to question what is still safe to eat.
Unlike bullets and bombsfood tainted with harmful chemicals usually kills people slowlyyet thescale of human suffering is often greater because such food is consumed by the unwittingmasses.
The consequences of tainted food is also much worse than bullets and bombs because it hasthe potential to do harm to future generations.
The recent crackdownswhich came a few months after Premier Wen Jiabao condemned thetainted food cases as a sign of a serious lack of trust and moral degradation in societyareencouragingHoweverthe people and chemicals caught and seized so far are said to be onlya small part of a much larger and complicated network that continues to threaten the nation'sfood safety.
The crackdown should certainly not repeat the past mistakes of coming fast and leaving fast,so these food safety violators simply wait it out and resume harming consumers afterward.
Our war on food terror should be relentlessWe have to demonstrate to the violators that thereis zero tolerance for them in our societyour laws and law enforcementAnd we should have asurge of at least half a million law enforcement officers to root them all out.
Lowering our guard against food safety violators and showing mercy to such despicable actswould make it impossible to uproot tainted food producersIt only makes us their accomplices.

Oil endures bull-driven pressures

Oil oils the wheel of economic growth and because ofthis its price is extremely sensitive to threats ofsupply disruptionsWhen hurricanes hammered down onthe United Statescoastline causing the shutdown ofoil rigs many traders expected a jump in the price ofoilIt did not develop strongly but the increase inbullish pressure has remained steady with a sustainedslow rise in priceOil at $100 a barrel is now astronger probability.



Oil has two pricing pressuresThe first is the normal balance ofsupply and demandIn recent months the market has been concerned about the supply side ofthe equation with problems in the Middle EastNow the attention is shifting to the demand sideof the equationThe demand side has two factors and they are pulling in opposite directions.
The first demand factor is the slowdown in the US economy and the potential for a slowdown inthe eurozone economyThis reduces demand and puts downwards pressure on oil pricesThestubbornly high 9 percent US unemployment rate is weighing on oil pricesThisand weak USmanufacturing figuressuggest the US is not emerging from its economic slowdown.
Add to this the dismal outlook in the eurozone with the collapse of the DAX and the FTSE andits clear message that the brakes will be applied to global economic growthAn economicslowdown reduces oil demand and contributes to pressure for lower prices.
Lower oil prices also have an adverse effect on other energy industries because they lose theprice advantage against cheap oilHigher oil prices boost the competitiveness of solar,vegetable oil-based fuels and other energy solutionsLower oil prices increase the profitpotential of heavy-oil using industries such as aviation and shouldin theorylead to lowerairfares.
The second demand factor is the potential for some type of new quantitative easing policy inthe United StatesThis will create more cheap moneyThis "hotmoney does not stay in theUnited StatesInvestors put it into new investments that deliver better returnsOne of theseinvestment areas is commodities such as oil which is accessed using exchange-tradedcommodity fundsThis creates upward pressure on prices that is not related to changes indemandThis speculative pressure creates a bubble.
The chart of NYMEX oil prices reflects these conflicting global slowdown pressures but it alsoshows a developing bullish breakoutThis signals the potential to increase global inflationarypressuresThe NYMEX oil chart shows two significant features that help establish the limits ofthe consolidation breakout.
The first is the long-term upward trend line started in August 2010. It was broken in June 2011with a fall below $96. This was a clear break in the trendThis also signaled an importantchange in the nature of the trend lineFrom August 2010 to June 2011 this line acted as asupport levelNow this line acts as a resistance levelrepelling any price rally.
This resistance line will provide a limit to future price rises and rally breakoutsIt makes it moredifficult for prices to lift above $105, the current value of the trend line.
The second feature is the pattern of support and resistance levelsThese help to define thedownside and upside targets for price movementsOil found support at the historical supportlevel near $78. The next higher resistance level is near $88. This level has been broken with asmall breakoutThis breakout needs to retreat and retest $88 as a support level before abreakout is fully confirmedA breakout above this level has the first upside technical targetnear $98. The psychological resistance level is $100.
The price movement between consolidation bands is often very rapidThis reflects strongreactions to significant changes in political or economic eventsWhen oil is trading below $100the pattern of support and resistance bands are around $10 wideA breakout above $88 canmove quickly to $98. A move below $78 can drop quickly to $68.
When oil moves above $100 the behavior of the market changesThe first change is anincrease in volatilityThe price moves up and down more rapidly and more frequently betweensupport and resistance levels than when oil is below $100. The second change in behavior isan increase in the width of the support and resistance bands to around $12.
Currently oil is developing a breakout from the trading band between $78 and $88.Conformation of quantitative easing measures that will boost the US economy will see a veryrapid confirmation of breakout from the consolidation pattern with an immediate upside targetnear $98 to $100. The threats of hurricanes and the normal increase in demand with the onsetof winter also add to the bullish pressure.

Need to narrow income gap


The key issue for China now is to focus on implementing boldcomprehensivereforms to rebalance wealth distribution
According to the 2011 Forbes Billionaires Listthe BRIC countries (BrazilRussiaIndia andChina), contributed 108 of the 214 new billionaires and accounted for one in four of the totalnumbera jump from one in ten five years agoThe number of Chinese billionaires on the listnearly doubled.
In striking contrastChina still has about 150 million people living on less than one US dollar perperson per day and more than 60 percent of urban residents cannot afford an apartment.China's Gini coefficienta key indicator of inequalityreached a record high of 0.49 in 2006 andhas been hovering around 0.5 in recent yearssurpassing the "warning line". Many peoplebelieve that the income gap is actually far larger than the official figures suggest.
The fast growth of China's economy has fueled the rising number of wealthy individualswhosewealth comes mainly from private businessesproperty speculationinitial public offerings andhigh-earning jobsInterestinglythe average age of Chinese millionaires is 39 years old, 15years younger than their Western counterparts.
Although historically the course of industrialization and modernization in pursuit of economicprosperity seems to lead inevitably to wealth disparitythe key issue for China now is to focuson implementing boldcomprehensive rebalancing reforms.
Adjusting China's development model means refocusing gross domestic product (GDPgrowthtoward more "people-oriented growth", in order to boost the welfare of ordinary citizensTheChinese economy's over-reliance on investment has aggravated the declining household shareof the national incomeresulting in consumption making up just 35 percent of GDPThis figureis a record low for any major economyand well below that of other developing countries suchas India.
To reverse this trendvarious measures need to be taken to further raise household incomes,including enacting mandatory wage growth targetsspending more on social welfare programsand expanding affordable housingas well as comprehensively reforming the personal incometax system.
A surveyconducted by the Shanghai Committee of the China Democratic Leaguehas foundthat about 68 percent of the working population in the city is employed in the lowest-payingsectorssuch as manufacturingconstructioncatering and retailThe minimum monthly salaryis 1,120 yuan ($170), and despite ranking the second highest among Chinese citiesthis isonly around 30 percent of the average salary in the citydown from 44.6 percent in 1993. Incontrastan internationally accepted level is that a monthly minimum salary should be no lessthan 50 percent of the city's average income levels.
Obviouslythe system of fair distribution according to performance should further reflect thelabor value in the marketbut getting "the first income distributionright is more importantbecause if there is something wrong with the first distributionit is very hard to correct it througha second one.
The financial system must play a role in narrowing the income gapGradual liberalization ofinterest rates could be a better way to raise deposit ratesthus preserving households'purchasing power in inflationary periodsMeanwhileraising the lending rates might be helpfulin curbing investment and transferring wealth from producers to households.
Given the current tightening liquidity environmentChinese banks are starved for funds and areintensifying the competition for deposits through exploring innovative ways to deliver wealthmanagement products for high-value customersAs a resultwealthy individuals andcompanies are the largest beneficiaries of the banking system.
Considering the importance of employment created by small-and-medium-sized enterprises,Chinese banks should be developed on a more balancedcoordinated basemakingmicrofinance more accessible to both small businesses and average citizens to improveemployment and increase household incomes.
For decadesa widening income gap has been one of the problems faced by those countriesstuck in the "Middle Income Trapboth in Latin-America and AsiaOnly a few countries such asJapanSouth Korea and Singaporehave successfully avoided the trapChina faces a similarsituation despite its characteristics of a large population and fast-growing urbanizationand willnot maintain long-term sustainable growth without closing the gap between the haves andhave-nots.
This is not only an economic issueit is also closely related to political theory and socialstabilityPaul Collieran Oxford University economistexamined data from nearly every countrygoing back to 1960. He found that above a certain income thresholddemocratic countriesbecome less prone to unrest as they get richerwhilst autocracies tend to suffer higher levelsof unrest.
Usuallyreforms in countries entering the middle-income development phase are fettered byspecific interests groupswhich leads to rent seekingspeculation and corruptionThereforeitis necessary for policymakers to contemplate a set of top-to-bottom steps on the road toreform.
Rebalancing an economy is never an easy processsince it requires both a strong stomach forreform and also a suitably cautious approachcombined with a true sense of the moment.
